1、縣域經(jīng)濟(jì)發(fā)展資金供求主要矛盾及對(duì)策建議 縣域經(jīng)濟(jì)發(fā)展資金供求的主要矛盾及對(duì)策建議 一、縣域經(jīng)濟(jì)資資金供求中存在的矛盾 矛盾盾一:資金需求剛性與資金外外流的矛盾。近年來,加快縣縣域經(jīng)濟(jì)發(fā)展已成為各級(jí)地方方政府工作的重中之重。小城城鎮(zhèn)建設(shè)、調(diào)整農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)構(gòu)、推行農(nóng)業(yè)產(chǎn)業(yè)化、走特色色農(nóng)業(yè)之路等對(duì)資金的需求剛剛性不斷增強(qiáng)。但資金外流的的趨勢(shì)卻有增無減,使金融支支持力不從心。表現(xiàn)在:一是是郵政儲(chǔ)蓄增勢(shì)迅猛,成為縣縣域資金外流的主要渠道,XXX年8月1日郵政儲(chǔ)蓄新增增轉(zhuǎn)存款利率調(diào)整前,郵政儲(chǔ)儲(chǔ)蓄轉(zhuǎn)存款巨大的利差,誘使使郵政儲(chǔ)蓄

3、的制約,金融的資金金供給主渠道作用逐漸弱化,,信貸萎縮問題嚴(yán)重,信貸投投入總量增長緩慢,無法滿足足縣域經(jīng)濟(jì)發(fā)展的合理資金需需求。 矛盾三:商業(yè)銀行在在縣域經(jīng)營陣地收縮、貸款權(quán)權(quán)限上收與加大支持中小企業(yè)業(yè)發(fā)展的矛盾。在縣域地區(qū),,原本支持中小企業(yè)發(fā)展的主主力軍——國有商業(yè)銀行卻普普遍收縮了在縣域地區(qū)的經(jīng)營營陣地,機(jī)構(gòu)撤并較多。再加加之國有商業(yè)銀行信貸經(jīng)營策策略普遍實(shí)行扁平化管理,紛紛紛采取經(jīng)營管理權(quán)上收、實(shí)實(shí)行嚴(yán)格的授權(quán)授信制度以及及資金全國統(tǒng)一調(diào)度等措施,,致使中小企業(yè)在農(nóng)村信用社社立足“三農(nóng)”的情況下基本本上是求貸無門,在縣域出現(xiàn)現(xiàn)了金融支持的“盲點(diǎn)”。 矛盾四;銀行信貸管理機(jī)制制強(qiáng)
